House Republicans have rolled out a strategic messaging memo targeting four key issues in the final month before midterm elections, as the party fights to maintain its congressional majority during the second half of President Trump’s term.
Four Pillars of the GOP Message
The internal memo, obtained by Fox News Digital, directs Republican candidates to focus on border security, preventing fraudulent use of taxpayer dollars, economic growth, and public safety. House GOP Conference Chair Lisa McClain of Michigan, who leads the party’s messaging strategy, told Fox News Digital these topics reflect what voters care about most. She contrasted Republican positions with Democratic policies on border control, law enforcement funding, and government spending.
McClain framed the election as a choice between Republican principles of individual empowerment and Democratic support for expanded government. The memo represents a coordinated effort to unify Republican messaging across the country as polls show Democrats with a clearer path to victory.
Uphill Battle for Republican Control
Recent Fox News polling shows Democrats projected to win 215 seats compared to 201 for Republicans, meaning Democrats need just three victories from 19 toss-up races to secure a majority. Republicans would need to capture at least 17 of those contested seats to maintain control. The challenging landscape comes as Trump’s approval rating sits underwater at 61 percent disapproval, though he maintains 79 percent favorability among Republican voters.
The GOP strategy banks on high base turnout from Republican voters who remain strongly supportive of the president despite broader public sentiment. Party leaders see potential advantage in what they describe as a far-left shift within the Democratic Party during recent primaries.
Economic Message Takes Center Stage
Week two of the GOP memo emphasizes economic messaging, encouraging candidates to discuss putting money back in Americans’ pockets through hard work, ownership, and economic freedom. High grocery and gas prices have become central to the 2026 election cycle, with Democrats using Trump’s tariffs and the Iran conflict as ammunition against Republicans.
McClain acknowledged economic concerns while arguing that Democratic tax policies would worsen conditions. She pointed to low poverty rates and new trade deals as Republican achievements, while warning against returning to what she called the Biden era of high inflation and open borders. The conference chair referenced Trump’s promise that gas prices would drop once the Iran conflict ends, adding that preventing Iran from obtaining nuclear weapons remains essential to American security.
Immigration Remains Key Issue
Republicans hope to replicate the success illegal immigration provided in Trump’s 2024 victory. The memo urges candidates to emphasize protecting America by stopping illegal immigration, enforcing existing laws, and controlling who enters the country. Party strategists believe border security remains a decisive issue that can mobilize their base through Election Day on November 3.
